This is simply a patched .exe from the Steam version of the game that resolves the performances issues, it saves you having to do the hex edit yourself.
I don't believe it works for the GOG version, but you're welcome to try it out for yourself.

The Steam version of Grand Theft Auto: San Andreas comes with a variety of bugs and incompatibilities. This guide aims to easily fix those issues without altering the original Grand Theft Auto: San Andreas experience.

Introduction

  1. NOTE: after downgrading you will have TWO.exe files in your game's main folder. Gta-sa.exe is named like the normal Steam shortcut (so you can launch the game from the Steam library and the game will launch from here with no issues) whilst gtasa.exe is the name of the shortcut the non-Steam version of GTA SA always had (and is there in case.
  2. If I try to load the game with widescreen fix, it just won't start. It starts without widescreen fix. I tried to replace vorbisFile.dll with d3dx8.dll (idk if that's a right file name) and more. I tried this on Steam and pirated versions, no results. I even tried your recompiled wshps.asi and the development version of Widescreen, no results.

The current version of Grand Theft Auto: San Andreas (v3.0) brings with it many problems, such as incompatibilities with mods, removed soundtrack, problems with modern operating systems, etc. Modifications like SA-MP or Multi-Theft-Auto are also incompatible with the 3.0 version.
This guide aims to easily fix those issues without altering the original Grand Theft Auto: San Andreas experience.
Also, with these mods you can start the game normally from Steam and record your playing time.
All the fixes shown in this guide can be downloaded from their original sources.

Downgrading

Batch script to automatically downgrade the two Steam versions (both international 3.0 and German 1.01) to US 1.00, which is compatible with every mod French, Italian and German localizations are also included Just extract the zip and run run.bat.

Important!

Before you start fixing the game, you must first downgrade Grand Theft Auto: San Andreas to version 1.0, in order to get rid of the problems of the Steam version. I highly recommend that you do it in a clean installation of your GTA San Andreas, and as always, have a backup of the game in case you have any problem related to the game files.
The process is simple. Click the link and go to the Grand Theft Auto: San Andreas – RGSC / Steam to v1 section and download the file.

Extract the rar file into the game folder, then run “install.bat”. The downgrade process will start, and a command prompt will open. It will close automatically at the end of the process. The files you extracted earlier will be automatically deleted.
Then delete the files “installscript.vdf” and “gta-sa-steam.exe”, as they will be useless and may cause errors.
Your Grand Theft Auto: San Andreas copy is now downgraded to version 1.0. This means that the original radios are restored and that the game is ready to be further fixed.
